Please be aware that in addition to the base car rental rate, customers
are required to pay taxes, surcharges, and other rental-related fees,
which are mandated by the government and other authorized agencies. All
rental companies, including Avis, must collect them in order to continue
to provide the appropriate services to our customers.
A concession recovery fee is a surcharge added, collected and remitted
by Avis to the owner of the property where the rental transaction
occurs.

So I went to rent a car from my local Avis in Tampa, which is nowhere near an airport, and was being charged an extra concession fee. I wondered why and this is what Avis told me:
Dear Mr. Knight,
Thank you for contacting the E-mail Customer Service team.

are not limited to airports. They are fees for the development and
improvement of car rental facilities
Many off Airport locations will charge this and is a mandatory cost, it

I then asked them this:
Dear Mr. Nathan,
So (the Concession Recovery Fee) is a fee for improving the rental facility? How is that a separate fee from the car rental? Why does this location need separate improvement from a different, very close alternate location in Tampa, FL for example? Wouldn't store improvement just be a part of the Avis budget? Isn't that what a company does? Why does this random fee go onto the customer?
Nathan never got back to me. Eventually another customer service representative got back to me and said this:

So apparently, if the owner of the property is charging more than normal for their location, Avis will go ahead and tax the customer the difference, all while calling it the Concession Recovery Fee. Please know dear reader, I know how a business works, but this fee should be more upfront and honest about its origin, and not mixed into a random airport fee that no one really understands.
